Health and Safety

EI Refinery Workers
API’s members are committed to protecting the environment, and the health and safety of all who share it. API’s safety and health activities support this commitment through research, standards development, training, information transfer and advocacy. The oil and natural gas industry is becoming an increasingly safer place to work, despite a job environment that often involves heavy equipment, hazardous materials, high temperatures and high pressure equipment.  This is reflected by a declining rate of illnesses and injuries – a rate much lower than that for the private sector as a whole.

This commitment to safety and health goes beyond company boundaries and extends into the communities where our members operate, as well as the products our members sell.  API leads many industry activities to evaluate the potential risks of our products throughout the product’s life-cycle. Used properly, our industry’s products provide many benefits to society.

Measuring Process Safety Performance
To promote improved process safety performance, API implemented a revised process safety measurement system for reporting process safety incidents beginning on January 1, 2008. The API Guide to Report Process Safety Incidents provides guidance to global refining and petrochemical companies on the collection and reporting of "lagging" process safety performance incidents that are designed to set performance targets, drive continuous improvement, and enable benchmarking.  Having a consistent set of lagging indicators will also provide assurance to operating companies that process safety systems designed to control risks operate as intended.  Reporting this data to API will enable API to track and report overall industry process safety performance.

Safety Data Sheets: Petroleum Industry Practices
This Document presents a summary of how petroleum industry companies develop and distribute Safety Data Sheets (SDSs or MSDSs) for purposes of hazard communication.  An SDS is a written document that describes the properties and hazards of a material and is used to transmit hazard information to employers and employees.  The SDS is an important element of a hazard communication program.  Petroleum industry companies have invested resources over many years to develop and implement comprehensive systems to produce SDSs that thoroughly and accurately communicate the hazards of petroleum products and other materials.  The SDS Petroleum Industry Practices document includes sample SDSs for petroleum products.  Contact: Derek Swick at swickd@api.org.

REACH - A Guide for API Members
The new European Union (EU) Registration, Evaluation, Authorization (and Restriction) of Chemicals (REACH) regulation came into force on June 1, 2007.  The regulation sets out new requirements for chemicals and substances manufactured within or imported into the EU.  The API REACH Guidance attached below discusses (1) the general requirements of REACH, (2) the business impact of REACH on industry and (3) oil and gas trade association activities to prepare for REACH.  The Guidance also includes links to REACH compliance information.

Workplace Safety for the U.S. Oil and Natural Gas Industry
This report compares the rates of job-related injuries and illnesses in different segments of the U.S. oil and natural gas industry with those in the U.S. private sector. The report is based on information from the U.S. Bureau of Labor Statistics (BLS) publication, Occupational Injuries and Illnesses: Counts, Rates, and Characteristics. This is a free report. Measuring Safety Improvement
Benchmarking surveys help companies understand how efficient they are over a host of issues. API implemented a revised process safety measurement system for reporting process safety incidents beginning on January 1, 2008.  The API Guide to Report Process Safety Incidents provides guidance to global refining and petrochemical companies on the collection and reporting of "lagging" process safety performance incidents.  Other surveys dealing with health and safety performance include: Survey on Petroleum Industry Occupational Injuries (OII), Pipeline Benchmarking Survey (PBS), and the newly revised PSP. (The complete results of the surveys are distributed only to participants.) More...
